USDA Export Health requirements for horse(s) from Canada:
Export horses require negative EIA (Equine Infectious Anemia) test within 180 days of entry to USA, accompanied with an International Health Certificate stating the horse has been examined within 30 days. Both documents must be completed and signed by veterinarian and endorsed by a CFIA veterinarian.
Foals less than 6 months old and at foot of mare that has EIA tested prior to foaling does not need to be tested and long as mare’s test has not expired. If foal is at foot when mare is tested foal then must have own EIA test regardless of age. Both mare and foal must have own Health Certificate.
Commercial carrier must process with ACE manifest which will be charged to customer.
USDA will require horses to be inspected if entering United States for more than 30 days fee maybe required.

Canadian Food Inspection Agency
CFIA Import Health requirements for horse(s) from United States:
Import horses require negative (Coggins) test or ELISA within 180 days prior to exportation; also must be accompanied with an International Health Certificate stating horse has been examined within 30 days. Nursing foals must be issued their own health certificate.
If a Canadian horse was in the United States for more than 60 days, the horse is then considered an American Horse. You must have proof of EIA test which will accompany horse with new International Health Certificate for re entry into Canada.
Please note declaration forms that you receive when leaving or entering may be necessary for future re-entry i.e., EIA test and GST payments.
If horse is a purchase and being imported to Canada, Canada Customs will require bill of sale and will assess GST on the value of the horse in Canadian dollars. RE Pacific Custom Brokers
Import horses from Europe, Australia, and New Zealand etc. must see CFIA veterinarian at Canada Customs for inspection, before allowing entry into Canada. There will be an extra charge, and veterinarian is not obligated to serve you outside of normal working hours. Current charge for this service is a minimum rate $120.00 or $47.00 per hour, whichever is greater.
